If we are renting an office in an established Office space in downtown Toronto. Still do we need to keep the accessibility policy and a plan?

The short answer is yes. Your landlord should have a policy/procedure as well. You can download a compliant model policy and plan at https://hrinsider.ca/category/tools/policy/ that can easily be modified to save you time and energy, while also guaranteed to be compliant.
