Do you have any templates, tools or resources that would help with measuring an organizations overall HR competency? For example, I have to achieve a 90% competency level among all employees. Do you have any insight or ideas on how to maintain or measure this?

I would recommend using the book “For Your Improvement” by Michael Lombardo. It will be a great starting point for you as well as a resource/tool going forward.
